If it’s summer but you don’t like the beach, don’t sunbathe, and don’t play sports, you can get tattooed without any problem. If it’s winter but you swim regularly and sweat a lot, you can still get tattooed, just being more careful during the healing process.

Nowadays, many products make it possible to get tattooed in summer, although prolonged sun exposure is still not recommended.
